Traffic Homicide Investigation

On 10-25-2016, at approximately 1900 hours, I was notified by Sgt. Kelley, of a traffic homicide investigation on Boyette Road at the intersection of Balm Riverview Road. I responded to the crash scene and arrived at approximately 1954 hours. Upon my arrival at the scene, I met with Detective Parsons # 226877 who forensically mapped the scene and took digital photographs of the crash scene.

I also met with Deputy Reinsch # 4588, who completed the Department of Highway Safety and Motor Vehicle Traffic Crash Report (86564587) and Deputy Brennan # 246554, who conducted field sobriety exercises on Alisha Rae Gaffney and transported her for a voluntary blood draw. (See supplement) While still at the scene, I met with the driver of Vehicle 3, Kristi Michelle Gooddine and conducted a sworn interview. (See interview) I also conducted a cursory inspection of Gooddine’s 2013 Nissan Quest, bearing Florida tag CLTS69 and VIN#: JN8AE2KPXD9070493.

The Quest was registered to Derell Jamal Gooddine. The Quest sustained damage to the front of the vehicle from impact with the Nissan Rogue. The driver and passenger restraint systems consisted of manual height adjustable front head restraints, height adjustable 3-point reel seatbelts with pre-tensioners and driver and passenger front impact airbags, which did not deploy. The Quest was also equipped with front side airbags and side head curtain airbags, none of which deployed. The driver’s seat belt was being worn at the time of the crash.

A passenger in the Quest, Nickolaus Wright W/M DOB: 10-26-2002, was seated behind the driver and was retrained with the shoulder and lap belt. The braking system consisted of a 4 wheel anti-lock braking system. The Quest appeared to be in good condition and in good working order. A search of the National Highway Traffic Safety Administration Recall database produced no recalls for the Quest. The driver of the Quest, Kristi Michelle Gooddine W/F, DOB: 04-22-1987, current address is 11005 Pond Pine Drive, Riverview, Florida 33569 and a phone number of 813-453-2533.

Alishia Rae Gaffney, had a valid Florida class “E” driver’s license, G350-513-87-642-0, which was issued on 04-14-2009 and included no endorsements. Gaffney’s Florida driving history revealed no following entries. I conducted a sworn recorded interview with Alisha Rae Gaffney, upon her return to the scene. I was given a piece of paper from an unknown W/M, that provided the phone number, 813-952-3679, of a possible Next of Kin, Larry Reynolds, an uncle of the decedent. I contacted Larry Reynolds, who advised he was already aware of the death of Driver 2, Brandon Douglas Collett.

Reynolds gave me the name of the decedent’s brother, Clifton Collett, 813-863-8831. I called Clifton Collett and left a voicemail for him to contact me in reference to the crash. B & D Towing responded to the scene and at 2300 hours, I followed both Vehicle 1, (Nissan Rogue) and Vehicle 2, (Honda motorcycle), to the HCSO Crime Scene, arriving at 2315 hours. On 10-26-2016, I requested and received the 911 calls from the HCSO Communications Center. The calls revealed two additional witnesses.

On 10-27-2016, I contacted the Hillsborough County MEO and requested and received the Initial Case Summary, (ICS), for Brandon Douglas Collett. The ICS showed the cause of death for Collett to be skull fractures with brain and brainstem contusions due to blunt impact to the head. On 10-30-2016, I conducted a cursory inspection of the 2013 Nissan Rogue bearing Florida temporary tag T021605 and VIN#: JN8AS5MT0DW031319, which was registered to Alishia Rae Gaffney. The Rogue sustained damage to the front, right front corner, right front quarter panel, hood, windshield and right front passenger door.

The right front tire and wheel also sustained damage. The damage incurred by the Rogue, was from impact with the Honda motorcycle and the Nissan Quest. The driver of the Rogue, Alishia Rae Gaffney W/F, DOB: 12-24-1979, current address is 9621 Wydella Street, Riverview, Florida 33569 and a phone number of 813-480-3219. Alishia Rae Gaffney, had a valid Florida class “E” driver’s license, G150-016-79-964-0, which was issued on 12-19-2013 and included no endorsements.

Gaffney’s Florida driving history revealed no following entries. I also conducted an inspection of the 2006 Honda CBR 1000RR motorcycle bearing Florida tag MCLX13 and VIN #: JH2SC57016M20312, which was registered to Brandon Douglas Collett. Upon looking at the tires on the motorcycle, they were in good condition with sufficient tread depth. The motorcycle was equipped with two, disc front brakes and a single rear disc. The brakes on the motorcycle were unable to be checked for functionality due to damage sustained in the crash. The brakes did though, appear to have sufficient brake pads and discs.

The driver of the Brandon Douglas Collett W/M, DOB: 11-15-1990, current address is 7915 Lakeshore Drive, Tampa, Florida 33604. Brandon Douglas Collett, had a valid Florida class “E” driver’s license, C430-064-90-415-0, which was issued on 03-20-2012 and included a motorcycle endorsement. Collett’s Florida driving history revealed the following entries: On 03-17-2009, adjudication withheld – clerk school election for for passing-posted sign/hill/curve, in Hillsborough County Florida. On 12-13-2013, a guilty plea for careless driving, in Hillsborough County Florida.

On 02-18-2015, adjudication withheld by judge, for unlawful speed, (54/45), in Hillsborough County Florida. On 10-16-2016, a guilty plea for driving while license cancelled/revoked/suspended, in Hillsborough County Florida. Collett was wearing a helmet at the time of the crash. On 10-30-2016, I went to the residence of Gaffney, to request a waiver to download the Airbag Control Module (ACM) from her vehicle. I met with a W/F who identified herself as Gaffney’s mother, but didn’t give her name. She advised Gaffney had an attorney, John Mulhill, (813-258-4998) and to contact him.

I called John Mulhill and left a voicemail requesting he contact me. At approximately 1655 hours, I received a call from Muhill and advised him I was requesting permission to download the ACM from Gaffney’s Nissan Rogue. Mulhill related he would contact me later in the week. I again attempted to contact Clifton Collett, received no answer and left another voicemail. I called one of the 911 callers at 813-732-7736, received no answer and left a voicemail. I called 911 caller at 813-625-3835, Lisa Michelle Hodge and conducted a sworn interview.

I received a phone call from Darren Mikell, a 911 caller and conducted a sworn interview with him. I received a phone call from Clifton Collett and made arrangements to meet with him. I responded to 1908 Chablis Court and met with Clifton Collett and answered questions about the crash. I also returned the decedent’s property to him. On 11-09-2106, I received a phone call from attorney Justin ????? (813-892-9552). He advised he is representing Alisha Rae Gaffney and will call back after speaking with Gaffney in reference to the ACM.

On 11-09-2016, I contacted witnesses Hlavaty and Rakowitz via telephone and conducted sworn interviews. On 11-28-2016, I contacted witness Virginia Wiley via telephone and conducted a sworn interview. I received the toxicology results from FDLE for the blood draw from Alisha Rae Gaffney. The results showed there were no drugs found in her blood. The results did show however, a Blood Alcohol Content of 0. 257 and 0. 258 g/100 ml of blood. On 01-09-2017, I submitted the interview with Gaffney for transcription.
