The government was helpless because, although they may witness the boats of the bootleggers approaching their land, they could take no action to prevent the invasion. By this single rule, the bootleggers could easily receive and transfer these alcoholic beverages to their customers. This system was completely flawed because with the increase in activity of illegal alcohol possession, the Prohibition was, ultimately, useless.
